ISEA 2011 Policy Goals


  • Raising the net metering cap to 1-2MW.  We are introducing a new bill and hope to get it pulled into a larger bill where opposition will have a harder time killing it.

  • Extending the now expired In State Preference for renewables used to meet the RPS

  • Creating a solar prioritization such that solar SRECs are procured first to meet the solar RPS prior to wind using up all the funding and hitting the current 2% rate cap on all renewable expenditures

  • Creating an Alternative Compliance Price or other penalty for non-compliance with the RPS  (This would apply to the Alternative Retail Energy Suppliers)

  • Dealing with PACE financing IF the Feds figure out the Nationwide lien position issues.

  • Elimination or avoidance of the 2% rate cap on renewable expenditures.

We’re working closely with the Environmental Law and Policy Center on getting these bills launched.

ComEd SmartGrid infrastructure with rate increase bundled with Renewable Policy to increase retail-to-retail net-metering for renewable energy installations from 40 kW up to 2 MW and a Carve out of RPS for distributed electricity - 50% of distributed electricity for RPS procured from <25 kW nameplate.

Illinois Power Agency-Rate Transparency

Amends the Illinois Power Agency Act. Provides that beginning April 1, 2012, and each year thereafter, the Illinois Power Agency shall prepare a report for the General Assembly and Illinois Commerce Commission that shall include, but not be limited to, renewable portfolio standards. Provides that a required annual report shall include the quantity, price, and rate impact of all renewable resources purchased pursuant to long-term contracts under the electricity procurement plans for electric utilities.
